Education or Certification Requirements:
Bachelor's Degree or equivalent required. Master's Degree/Certification preferred.

Experience Requirements:
Minimum of 5 years of GIK/communications and fundraising/disaster response/program assessment and donor compliance.

The Gifts In Kind (GIK) International Program Officer (IPO) is an integral member of the GIK team, which collectively manages and executes an international class GIK 'relief and development' program. The GIK Program Officer best accomplishes this through interrelated program skills and multi-year experience framed within Integral Mission, and applied through a context in international public health (health, WASH, nutrition, etc.) and related ministry disciplines.

The GIK team provides humanitarian goods, services and programs in sectors such as health (e.g., medicines/supplies), nutrition (e.g., Vitafood), disaster relief responses, and related services to the poor and others in need. In cooperation with other Cross teams, GIK is engaged in +30 countries in Latin America, the Caribbean, Sub-Saharan Africa, and Asia. Annual Cross GIK operations total +$300 million Wholesale Acquisition Cost (WAC). The GIK Program Officer position is physically located in the Cross Pompano Beach, Florida office; supported by a GIK central warehouse facility in Pelion, South Carolina [Metro Columbia]. GIK team programs, services and commodities include gifts in kind (donations), procurement (purchased products), supply chain management, logistics, monitoring & evaluation and public health support, in both ongoing provision as well as focused relief responses to natural and man-made disasters.

Position Summary
As a member of the GIK team, the Program Officer participates in strategic and tactical programming focusing on: fundraising and external communications; disaster relief operations; GIK program development and execution; and accenting GIK team external and donor relations support and compliance activities.

This is accomplished with skills applied within the following capabilities:
  •  •  Communications and fundraising activities including proposal writing, presentations, content for GIK and Foundations, and GIK specific public relations;
  •  •  Team marketing activities which drive freight reimbursement, service fees and logistics services;
  •  •  Relief activities such as response planning, operations and execution in coordination with the Senior Director;
  •  •  Programs, services and commodities development and impact maximization; participating with GIK teammates in donor and partner support compliance activities including documentation, policies and procedures, and related standards.
Principal Responsibilities
To achieve GIK and Cross objectives, strategies and tactics in GIK program development, the GIK Program Officer engages in the following principal responsibilities including: external communications and information services; fundraising activities; program development and execution including disaster relief; and participating with GIK teammates in donor and partner support compliance activities.

Key Job Elements:

1) GIK Communications and Fundraising
Manage and meet GIK external and donor GIK information/communications/fundraising needs, including proposal writing, presentations, content for GIK and Foundations, and GIK specific public relations. Manage and produce GIK communication vehicles of distinction in all media formats i.e. stories, photos, video, etc. to inform and market GIK programming and fund operations. This includes going 'into the field' to get the GIK stories, testimonials, etc. Act as GIK – specific public relations and media liaison. Manage GIK social media operations and interests. Support Senior GIK Associate to fulfill legitimate internal communications requests. Participate in and help manage GIK interests on Development and Communications trips. Participate in generation of GIK specific funding through production of service fees, freight reimbursement, logistics services, funding proposals, Interagency Emergency Health Kits (IEHK) provision, and empower other teams to do the same. 2) GIK Strategic and Tactical Ministry
Participate in achieving Cross and GIK Strategic Plan Vision, Mission and programmatic objectives. As GIK Program Officer, work toward: improving the quality and effectiveness of the GIK program with donors, partners and beneficiaries; Improve quality of communication of GIK operations, both internally to the Cross staff and externally to constituents; Increase GIK marketing and fundraising potential through strategic planning and execution of GIK programs and partners. In service to donors, partners and beneficiaries, maximize program execution of the GIK team's core competencies, including: gifts in kind, procurement, supply chain management, logistics, program assessment, and public health engagement. Foster good relations within the department and with other Cross International/Cross Catholic Outreach teams and employees. Collaborate with other Missions and Cross staff to achieve mutual objectives for assisting the poor and spreading the Gospel of Jesus Christ.

3) GIK Relief
In coordination with Senior Director, help expand GIK and Cross wide disaster relief and response (DRR) ministry. Help plan, execute, and fund effective GIK relief responses to man-made and natural disasters. Communicate DRR program impact and increase marketing and fundraising potential. Work with Senior Director to refine Cross standard operating procedure (SOP) to guide DRR program ministry expressions. Organize and lead Disaster Assessment and Response Team (DART) trips to assess need and maximize response 'from the field'. Participate in the Disaster Response Committee (DRC) managing relief operations. Document relief operations through content, photos, video, testimonials secured from Cross staff for GIK and Foundations, and those supplied from other partners. Assist Senior Director in executing the DRCs, meetings and activities. Help execute GIK relief responses based on best practices and lessons learned. Foster cooperative Christian and secular INGO relief responses to maximize impact. Generate stories, photos, video and other tools to help publicize and fund operations.

4) GIK Programming Development and Maximization
Help team ensure cost - effective operations of international GIK, in both ongoing provision of medicines and supplies, food and nutrition, shelter and other goods and services through GIK, and focused disaster responses through relief partner networks. Work to qualitatively improve volume, mix and dating maximization of life enhancing / saving GIK in specific sectors based on beneficiary need. Participate in efforts to drive team revenue generation, e.g., service fees, freight reimbursement and custom logistics services around provision of international class GIK and purchased goods and services.

Help GIK team comply with national and international program standards, policies and procedures for quality control that enable Cross to maintain a reputation for high quality GIK shipments, disaster relief, related services and programmatic operations, both within the organization and among its peers.

Working with GIK program monitoring and evaluation staff (Senior Director and Senior GIK Associate), participate in monitoring and evaluation (M&E) activities to maximize GIK programming effect on those in need including 'in the field' assessments. Provide supplemental assistance to other GIK teammates to ensure compliance with all reporting requirements of GIK donors, including, forms, reports, information requests i.e. Feed My Starving Children 2.0 stories, Convoy of Hope , Stop Hunger Now, MAP International, etc.

Knowledge, skills, abilities and essential responsibilities required:
  1. Commitment to CI/CCO Vision, Mission and Core Values; exemplify a collaborative spirit internally to promote team oriented culture, externally to coordinate with partners and donors in a way that represents Cross mission to exemplify Christ by serving with compassion and excellence.
  2. Strategic and tactical knowledge of INGO communications and fundraising, relief operations, program assessment, and donor – partner compliance. Ideally accented by skills and interest in: communications and fundraising capabilities including proposal writing, presentations, public relations, service fee-freight reimbursement – logistics services; relief response planning, operations and execution; supply chain management basics to drive program products and services to those in need; knowledge of and interest in related standards, procedures, policies and documentation.
  3. Experience including at least five years of Integral Mission engagement for developing countries, preferably in related communications and fundraising, disaster response, GIK/Program Assessment and Donor Compliance. Helpful with background or interest in international public health, nutrition, and/or related disciplines.
  4. Good knowledge of developing countries and their cultural context, and ability to communicate cross-culturally.
  5. Excellent communications skills, both verbal and written; Spanish preferred, other languages helpful e.g. Haitian Creole. Fundraising skills, including grant writing, donor presentations, etc.
  6. Strong interpersonal skills with ability to build personal and team – based relationships with staff, partners and leaders at all levels.
  7. Administrative capabilities including financial management, reporting, public presentation; as well as negotiation, and conflict resolution.
  8. Ability to help create and operate in an environment of innovation and entrepreneurship.
  9. A commitment to learning, including professional and spiritual growth.
  10. Fitness for Duty – able to work and travel extensively domestically and internationally. Must be capable and competent to make decisions impacting the safety and wellbeing of self and those with whom he/she works and encounters.
